Local candidates sought for independent planning inspector to conduct public inquiries

The States of Guernsey, through the Committee for the Environment & Infrastructure, is hoping to attract locally-based qualified candidates to apply for the role of independent planning inspector, which will conduct public inquiries into fresh, replacement or amended Development Plans, Local Planning Briefs or Subject Plans.

This role is key in ensuring that draft proposals are rigorously tested and examined through a public process overseen by a professionally qualified person independent of the States of Guernsey.

An expression of interest form has been placed on the States of Guernsey E-Tender Portal (www.SupplyGuernsey.gov.gg) which must be submitted by midday on 15 January 2021.

As this role requires specialist skills and strict requirements that are set out in an Ordinance and Regulations, the Committee appreciates the potential possibility that there may be few eligible local candidates. However, the Committee would like to encourage any local persons eligible to be appointed to submit an expression of interest.

The contracting of suitably qualified, experienced and skilled local businesses is the preferred outcome and the States of Guernsey procurement policy and rules requires that the value of awarding contracts on-island is recognised in the evaluation.

A person is eligible to be appointed as an inspector if that person appears to the Committee for the Environment & Infrastructure to have:

· Qualifications and experience in planning matters;

· Where the inquiry is concerning a Subject Plan, experience and qualifications relevant to the issue/proposal that the Subject Plan addresses;

· Experience in conducting inquiries; and

· No prior involvement directly or indirectly with the preparation of the proposals being considered at the Inquiry.

A person cannot be appointed as an inspector if they are:

· A member of the States

· An employee of the States employed by the Authority or who carries out work for or provides services to the Authority

· A member of the Committee for the Environment and Infrastructure

· A member of the Planning Panel

· A person who holds any appointment to judicial office in Guernsey

· A person with direct/indirect financial interest in any of the matters set out in the proposals; or

· Anyone who has fallen within the above at any time within 2 years before the date of appointment.
