The Environment Board has decided to seek States approval to defer, until January, consideration of the Ordinance setting Width and CO2 Duties on vehicles first registered in Guernsey.
The Department has been listening to the various concerns raised and has met with many interested parties. The Department has, during those discussions, confirmed its agreement to amend the proposals to address the key concerns raised, and has done a significant amount of work in putting those Amendments together. However, the Department considers that rushing matters now would not be good government and hence has decided to seek the States approval to defer debating the Ordinance and the Amendments the Department will bring. This gives the Department the time to refine its proposals, further evaluate the impacts on the Strategy and fully liaise with the Treasury and Resources Department and the Policy Council.
The Department would hope that, should the States approve the deferral, the Ordinance could be resubmitted in time for the January debate.
Minister for the Environment Department, Deputy Yvonne Burford said:
"We are committed to introducing this key element of the transport strategy and recognise the need to bring the debate to a resolution as soon as possible. We are doing our utmost to ensure the duties are fair and balanced and we have committed considerable time to listening to people from all sides of the debate. We want to make sure any amendment we put forward meets legitimate concerns whilst still supporting the strategy ethos and aims. That is taking a little longer than I would have liked but there is nothing to be gained in rushing the end point."
