Why has it taken so long for this planning application to reach this stage? What is the average length of planning application and can the department confirm how long this application has been 'in the system' for, so-to-speak. What is the longest application on record.
I am aware of the time I am sending this, so do not expect a response today. If one could arrive today, I would however be most grateful. If not, can we please say by 15:00 tomorrow (16 July).

The Greenacres application was received on 8 September 2014.
Given the nature of the application and the issues raised, the proposal has required very detailed consideration, including input from other States departments and requests for further information from the applicant. This process has taken some time to conclude, and the application is to be considered by the elected Members of the Environment Department Board at the Open Planning Meeting on 21 July 2015.
The planning report sets out a comprehensive assessment of the application, including statements in support of the proposed development and consultation responses. Under the responsibilities placed on the Department by The Land Planning and Development (Guernsey) Law, 2005 and the policies of the Rural Area Plan the report concludes with the recommendation to refuse planning permission.
The report is available to view on the States of Guernsey website in accordance with standard practice.
A very small minority of planning application can take over a year to determine, depending on the issues raised and whether there is a need for protracted communications with applicants and other parties. The longest period for a planning application submitted under the current Planning Law to be determined, following a number of amendments was nearly two years.
