Draft Development Framework prepared for Braye Road Industrial Estate to support local business requirements and enable economic diversification

Wednesday 10 March 2021

A Draft Development Framework has been prepared by the Planning Service for potential light industrial development at Braye Road Industrial Estate, Braye Road, Vale. This will provide planning guidance on how this site could be used to create opportunities for local businesses, for example through provision of start-up units for the entrepreneurial sector, or enabling diversification of the economy into technology-based sectors.

The purpose of a Development Framework is to provide broad, comprehensive and practical guidance on how policies in the Island Development Plan will be applied to a site to inform future planning applications.

The Braye Road Industrial Estate site is allocated part as a Key Industrial Area and part as a Key Industrial Expansion Area in the Island Development Plan (2016). The site covers an area of approximately 0.42 hectares (2.6 vergées) and lies to the north of the existing Guernsey Press buildings, south of residential development on Braye Road. It is currently accessed opposite Braye Road Garage.

Jim Rowles, Director of Planning said:

"This Draft Development Framework provides guidance on a variety of issues including the development type and access and design considerations, with the intention of facilitating high quality, well landscaped development which respects neighbouring residential amenity, enhances the biodiversity of the site and responds sensitively to adjoining Protected Buildings.

"The exact type of units to be provided will be determined at the planning application stage, however development of the site provides an opportunity to meet the requirements of local businesses, which may be through the provision of start-up and scale-up units to support the entrepreneurial sector, or units that would support the digital and technology-based sectors including industries such as MedTech (Medical Technology) or FinTech (Financial Technology), for example."

The Development & Planning Authority is now inviting comments on the Draft Development Framework by e-mail at planning@gov.gg or in writing to the Authority over the next six weeks until the 21 April 2021. Following consultation, the comments received together with the documents will then be considered by the Development & Planning Authority. If approved by the Authority, the Development Framework will become Supplementary Planning Guidance and will be taken into account when considering development proposals for the site.

The Draft Development Framework can be accessed via the States of Guernsey website at https://gov.gg/developmentframeworks.

All responses and comments should be received by 5pm on 21 April 2021.
