How was the Island Development Plan prepared and adopted?
- The Island Development Plan process began in 2012. There was a five stage process for preparing and adopting the Draft IDP as can be seen in the flow chart:

- Following the research and evidence gathering stages (links to technical reports are provided below) and consultation stages, including two rounds of public consultation (which are detailed in the sections below), the Draft Island Development Plan 2015 [7Mb] , Draft Plan Proposals Map and the corresponding Environment Impact Statement of Draft IDP 2015 [6Mb] and its Non Technical Summary of the Environmental Statement [809kb] were published on Monday 16th February 2015.
- The draft Island Development Plan and Environmental Statement was then submitted to the former Policy Council, who put in place arrangements for a full formal public consultation, overseen by independent Planning Inspectors, as required by the Planning Law.
- The planning inquiry was run by two experienced planning inspectors, Mr Keith Holland and Mr Alan Boyland. They carried out their duties independently of the former Policy Council, the former Environment Department and all other former States departments. There were 1,516 Initial Representations made to the public inquiry and 350 Further Representations submitted by Islanders on the Draft Island Development Plan. The former Environment Department provided for the inquiry, written responses to each of the representations made. Public Hearings on different topics were held by the Inspectors during October and November of 2015. The Inspectors considered all the information before them and prepared a report on the Public Inquiry containing their findings and recommendations for change to the Draft IDP which was submitted on 4th March 2016, marking the end of the fourth stage in the process.
- The fifth and final stage in the Island Development Plan process was bringing the IDP to the States of Guernsey for consideration. - After debating the item, the States of Guernsey decided, subject to the amendments passed, to adopt the Island Development Plan on the 2nd November 2016.
Details of previous public consultation on the Island Development Plan
- The first stage public consultation, the General Topics Papers, was held between the 16th January and 16th March 2012. The first stage 'threw the net wide' to inform as many people as possible about the Plan Review and to seek their views and opinions about a wide range of topics.
- The 2nd stage public consultation, Key Messages, Issues & potential Options, ran for seven weeks from the 29th July until the 13th September 2013. The consultation addressed some key messages, issues and potential options that emerged during the evidence gathering as part of the Plan Review.
- The 2nd stage of public consultation also included a 'Call for Sites'. This provided an opportunity for residents, landowners and organisations to suggest land in Guernsey which is, in principle, available for development over the next 10 years. Sites had to fit with the States' agreed spatial strategy, which is set out in the Strategic Land Use Plan, so must be located in or around Main and Local Centres.
- Submissions received through this process fed into the assessment of what land may be potentially available and suitable for development so that the most appropriate sites could be considered as part of the Plan Review process as it moved forward. The Strategic Housing Land Availability Assessment report 2014 and the Employment Land Study 2014 contain the outcomes of this exercise and both of these documents were also published on Monday 16th February, as supporting information for the draft Island Development Plan 2015.The former Environment Department prepared a report summarising both consultations and the responses received:
