Housing Appeal Panel - New Members

Thursday 12 February 2015

The Housing Department is looking to recruit new members to serve on the Housing Appeals Tribunal.

The Housing Appeals Tribunal was set up in 2005 in accordance with the States Housing (Tribunal and Appeals) (Guernsey) Regulations, 2005 Law as a mechanism by which social housing tenants could appeal against decisions made by the Housing Department or the Guernsey Housing Association in relation to rent payments, rent rebates, tenancy reviews, allocations and applications for social housing. Since its formation, the Housing Appeals Tribunal has considered 22 cases.

Deputy Jones, Housing Minister, explains:

"When the Housing Appeals Tribunal was established in 2005, fifteen individuals were appointed to the Housing Appeals Panel but, over time, this number has reduced and we need to recruit more members. On each occasion when an appeal is lodged, three members of the Panel are appointed to form a Tribunal to consider the matter, which is usually done on a rotation basis. The Department is looking to recruit an additional five members at this time".

Interested parties are asked to submit an expression of interest to the Housing Department detailing their professional and other relevant experience together with a covering letter indicating their reasons for applying for this position. Any appointment will be subject to the approval of the States upon the recommendation of the Department.

Deputy Jones continues:

"Although no specific qualifications are required for the position, it is necessary for candidates to be able to evaluate often complex information and make unbiased and balanced decisions. Training and further guidance will be provided."

Further information about the role, which attracts an allowance on days when the Panel sits, can be obtained by contacting the Clerk to the Housing Appeals Panel, Mrs Jessica Emberton, on tel: 717000, or by e-mail: jessica.emberton@gov.gg. An information pack is also available to download at the bottom of this page.

The closing date for expressions of interest is Monday 2nd March 2015.
