Import and Export of goods

The Guernsey Border Agency administers control over the importation and exportation of goods, under the provisions of the Customs and Excise Law 1972, as amended, and the legislation detailed under the individual sections.

 

  • Import of goods controls

    • The following legislation also applies:
       
      • The Import and Export of Goods (Control) (Guernsey) Law 1946, as amended
      • The Import and Export of Goods (Control) (Alderney) Law 1946, as amended
      • The Import (Control) (Guernsey) Order 2010
      • The Import (Control) (Alderney) Order 2010
    • These Laws can be viewed on the Guernsey Legal Resources website.
    • Any goods listed in the schedules to these Orders are prohibited imports into Guernsey and Alderney unless an import licence has been issued for those goods.
    • The lists of goods controlled are subject to change and further information is available from the Guernsey Border Agency. You are advised that further import controls may exist under the provisions of separate legislation made by other States Departments.
  • Export of goods controls

    • The following legislation also applies:
       
      • The Export Control (Bailiwick of Guernsey) Law 2006
      • The Export Control (Military, Security, and Related Matters)(Bailiwick of Guernsey) Order 2010
      • The Export Control (Miscellaneous Goods)(Bailiwick of Guernsey) Order 2010
    • These Laws can be viewed on the Guernsey Legal Resources website.
    • These orders control the exportation of military goods, goods capable of both military and civil uses (dual-use goods), goods that could be used for torture, and miscellaneous goods, the export of which is prohibited or restricted.
    • To apply for an Export Licence for the movement of Strategic goods, please complete the application form (available in the downloads section of this page).
  • Sanctions legislation affecting import and export of goods

    • From time to time the United Nations or the European Union introduces financial or trade sanctions against countries, regimes, individuals or groups. These measures will apply in the Bailiwick and are introduced into Bailiwick law either by directly applicable UK statutory instrument or by local Ordinance.
    • For detailed information on current United Nations or European trade and financial sanctions please view the website links which are provided at the bottom of this page.
    • If you consider that any of the above control measures may apply to you, apply to goods you may wish to import or export, or to services you may wish to provide, you are advised to contact the Guernsey Border Agency.
    • Bailiwick sanctions ordinances and orders are posted on the Guernsey Legal Resources website, with further information provided in sanction measures which can be found in the related pages box above.
