Population Management

Our processing times for our applications are taking longer than we'd like at the moment. This is as a result of an increase in volume of applications and complexity.

Rest assured a person is covered to live and work in Guernsey (subject to immigration), as long as there is an application submitted in their name. Should someone such as a landlord or employer need to see proof of a person's ability to live and work in Guernsey whilst their application is being processed, a Discretionary Resident Permit - (Temporary) can be requested and issued by email.

To help the team manage the volume of calls and emails, it is encouraged that any queries about pending applications should wait until around 8-12 weeks after their submission.

Generally everyone working and/or living in the island of Guernsey requires a Permit or Certificate issued by the Population Management Office under the Population Management Law. These 'paperless' Permits and Certificates give people the right to live and work in Guernsey, alongside Immigration Clearance from the Guernsey Border Agency.

The Population Management Law regulates the size and make-up of Guernsey's population. The Law is designed to make sure that the island has the right mix of people supporting our economy and community now and also for the future.

It aims to support local businesses by providing Permits designed for specific jobs, allowing us to attract a diverse range of skilled people where needed to strengthen Guernsey's workforce.

It also determines who can live in certain accommodation. Guernsey's properties are primarily split into two 'Housing Markets' the Local Market and the Open Market (visit our FAQ Page to find out more).

The Population Management Office operates a completely 'paperless' system for Permits and Certificates. All applications are made using our online service the 'Population Portal'.
