Arrangements for the planning inquiry public hearings

The public hearings for the Planning Inquiry into the Draft Island Development Plan commence on Tuesday 6 October 2015 at 9:30 at Les Cotils Centre, St. Peter Port.

Format for the public hearings

The purpose of the public hearings is to allow the Planning Inspectors an opportunity to ask questions of the Environment Department and those people who have made representations to assist them in clarifying their understanding of the written representations and the Environment Department's responses to the various representations.

At the Preliminary Meeting, the Inspectors indicated that there was no requirement for parties to repeat what they have said in their written submissions.  Rather, the Planning Inspectors will have questions for individual representors and the planning officers representing the Environment Department, based on their review of the written submissions.  The hearings will be an opportunity for those who have made representations to explain and clarify why they wish to see a policy amended, etc.

The Planning Inspectors will lead the discussions.  As indicated at the Preliminary meeting, the Planning Inspectors are not expecting parties to make new submissions or present additional written material.  This may be permitted in exceptional circumstances and where requested by the Planning Inspectors.  All such documents will be made public on this web page.

Site Visits

The Planning Inspectors have commenced their site visits and will continue to visit sites and areas of Guernsey referred to in the various representations.  It is anticipated that all site visits will be conducted without the need for the representors, land owners or representatives of the Environment Department being present.  Further, where appropriate, the Planning Inspectors will visit some sites more than once, e.g. where representations have raised concerns about the potential impact on traffic movements, etc.

Copies of Representations

The Planning Inspectors have made PDF files for each of the topics to be considered at a public hearing.  Each file contains all the representations and the Environment Department's written responses from those individuals, companies, bodies groups or organisations that have requested to appear in person at one of more of the public hearing sessions.

These are available on the Planning Inquiry's website (https://www.gov.gg/plpublichearings) or printed copies can be obtained on request from the Planning Inquiry Administration Team.  An administration change of £10 will be charged to cover the costs of photocopying.
