Environment Department response to media enquiry from Guernsey Press.
Guernsey Press Enquiry:
Can Environment confirm whether it has received a letter from Green Bus requesting information about the way the tender was awarded?
What specific details have been requested and what is Environment's response? When will the department be replying to the company?
Green bus has commented that if States works or an in-house model was effectively a 'shadow tender' how can Green Bus not have been awarded the reserve tenderer?
Can Environment confirm what its fall back is for the operation of the bus contract if the contract signing process with CT Plus falls through?
Environment Department Response:
It is not appropriate for Environment Department to comment on private correspondence. Environment can confirm that it has conducted the tender process for the bus service on a fair and transparent basis in accordance with its procurement procedures. States Works did not submit a bid for this tender and they are not a reserve bidder in this procurement. There may be some confusion stemming from the fact that, in accordance with good procurement and risk management practice, Environment prepared an in-house service delivery model.
