Former Education Offices, Grange Road, St Peter Port (DF/2017/2193) - Draft Development Framework

A Draft Development Framework has been prepared by the Planning Service for residential development at the former Education Offices site, Grange Road, St Peter Port to provide planning guidance on how this site might be developed.

The site is allocated for residential use in the Island Development Plan (2016).

The purpose of a Development Framework is to provide broad, comprehensive and practical guidance on how policies in the Island Development Plan will be applied to a site and considers appraisal of the wider area and site.

The Education Offices site covers an area of approximately 0.29 hectares (1.7 vergeés) and is located on Grange Road, within the St Peter Port Conservation Area. The main building on site, which forms the boundary with La Couperderie to the south, is a Protected Building and should be retained. There is also a single storey timber clad building at the north of the site (not Protected) which is temporarily in use as a children's nursery. The nursery will be returning to a permanent site over the summer, at which point the Education Offices site will return to being vacant. The car park to the east which serves St. Joseph's Church does not form part of the draft Development Framework.

The Draft Development Framework identifies a number of constraints and opportunities for the site, and particularly highlights the importance and appeal of the historic setting. The number, mix and type of residential units likely to come forward on the site will be influenced by this historic setting and the requirement to preserve the special interest of the Protected Building on site.

The Development & Planning Authority is now inviting comments on the Draft Development Framework document by e-mail at planning@gov.gg or in writing to the Authority over the next four weeks until the 19th July 2019. Following consultation, the comments received together with the document will then be considered by the Development & Planning Authority. If approved by the Authority, the Development Framework will become Supplementary Planning Guidance and will be taken into account when considering development proposals for this site.

The Draft Development Framework can be accessed via the States of Guernsey website at https://gov.gg/developmentframeworks or copies of the Draft Development Framework are available to view at the Planning Service Reception at Sir Charles Frossard House, La Charroterie, St Peter Port.

All responses and comments should be received by 5pm on Friday 19th July, 2019.
