Liquor Licensing New Licensee

Please complete this form to apply for a new Liquor Licence (if you wish to make an application to change the Designated Official of your premises please visit this page).

All applications for new licensee, new licensed premises, can be presented to the Tuesday Ordinary Court at 9.45am (applicants need to arrive for 9.30am) without the need to employ an advocate but you can employ one should you wish to. This is for all the unopposed, straightforward applications.

Please note that a 28 days notice is required to process those applications.

Once the application is received, an invoice for the application will be issued to the Licensee. Additionally, a copy of the application will be forwarded to the Parish Constables and following payment of their fees, you will be advised of the Court date.

Please note that an incomplete application may cause a delay in the Court appearance.

On completing the form you should receive a pop-up message advising you that your form has been submitted. If you do not receive this message your form may not have been reached us, please contact homeaffairs@gov.gg to check.

Before completing this form, please ensure you read all the tabs below.

  • Documents to be submitted

    • Your employment history (this can either be manually entered in the form or uploaded as a CV) including dates of employment, employer and occupation.
    • A copy of your passport
    • A copy of your liquor licensing exam certificate
    • A copy of your Basic Police Disclosure (issued within the last 3 months)
    • A copy of your Population Management Employment Permit
    • Your 2 written reference
    • A copy of the plan of the premises (following the requirements listed in the tab below) (if applicable)
    • A copy of your premises Boarding or Residential permit (if applicable)
  • Submission of Plans

    • When the premises have not previously been licensed, or you intend to change the licensed area, the application must be accompanied by one copy of a plan of the premises meeting the following criteria:-
    • 1.      The plan must be neat, accurately drawn to scale and up to date. An architectural survey is not necessary (unless the circumstances require this);
    • 2.      The plan must clearly show the location and layout of the premises;
    • 3.      The plan must include the detail specified in Rule 2 of the Royal Court (Liquor Licensing) Rules 2006, in a reasonable way, appropriate to the premises concerned. When the premises include residential accommodation, the plan should cover the areas open to the public;
    • 4.      Areas must be indicated as follows:-
    • a.      The boundary of the premises is to be outlined in RED;
    • b.      Where the licence has specified the use of particular areas as a bar, restaurant or café, they must be clearly identified as such;
    • c.       Areas used as a bar must be outlined in GREEN;
    • d.      Any area used as a bar, in respect of which an Under 18's Permit has been granted, must be outlined in BLUE and hatched in BLUE.
    • 5.      The plan must be certified as accurate and signed by the (prospective) Licensee
    • NB No plan need be lodged if the premises are already licenced and the plan held by HM Greffier is accurate and up to date.
  • Gazette Notice

    • If you are applying for a new licensed premises or if the licence is to be different to the one previously in place, you will need to publish a notice in the Gazette Officielle and to display the same notice on the premises.
    • The notices to be published in the Gazette Officielle and displayed outside is attached.
    • The legal requirement are as follow -
    • 1. Publish a notice in the Gazette Officielle on two weekly occasions prior to the date of their court hearing; and
    • 2. Put up a notice on or near to the premises, where it can be easily read by members of the public, e.g. on the premises window, at least 14 clear days prior to the date of their court hearing;
    • A notice will also need to publish a notice in the Gazette Officielle and to display the same notice on the premises if you are applying for an Under 18's Notice (and even if one is already in place).

  • Fair Processing Notice

    • In order for your application to be processed, the Office of the Committee for Home Affairs will process the personal information submitted on this form. The information that you supply on this form will be shared with the Guernsey Royal Court in preparation for the Royal Court to consider your application. We may share your information with other relevant agencies as may be required in order complete the application process. The Office of the Committee for Home Affairs acknowledges its obligations under the Data Protection Law, 2018.
